02.14.12 With a new Louisiana Legislature in place, Gov. Bobby Jindal is revisiting old ground and adding new twists in his proposed $25.5 billion state operating budget.

The Jindal administration on Thursday unveiled the state spending plan for the fiscal year that starts July 1.

The proposals include:
* Selling Avoyelles Correctional Center and closing prisons in Pineville and Keithville.
* Hiring a private company to manage a state employee health plan now overseen by the Office of Group Benefits.

The Jindal administration contends both proposals would save state government money.
