10.27.11 LAPHIE, the Louisiana Public Health Information Exchange, is an electronic system that links the Louisiana Office of Public Health, or OPH, with seven of the state-run general hospitals, both in-patient units and out-patient clinics. The system is used to find patients being sought by the OPH for beginning or continuing treatment for HIV/AIDS, active tuberculosis and/or syphilis, who are being seen at one of the state-run general hospitals for various medical reasons.
